Water, waste and drainage

Queensland plumbing and drainage.

Understand visible plumbing concerns, notifiable-work records and when a licensed plumber or drainer should investigate further.

Buyer overview

Condition, operation and documentation each require separate checks.

Queensland plumbing work may be permit work, notifiable work, minor work or unregulated work. For relevant notifiable work, the licensed plumber or drainer generally lodges a Form 4 with the QBCC and provides a copy to the owner or person who engaged the work.

01

Visible condition

Leaks, corrosion, poor support, damaged fixtures, slow drainage and surface water effects may be observable.

02

System operation

Limited operation of accessible fixtures may identify symptoms but does not test the complete water, sewer, stormwater or gas system.

03

Work records

Renovated bathrooms, kitchens, laundries and water-heater work may warrant Form 4, permit and contractor record checks.

Inspection scope: The inspection is visual and non-invasive. It does not include pressure testing, CCTV drain inspection, hydraulic assessment, backflow testing, water-quality testing or plumbing compliance certification.
Practical checks

What buyers should observe and verify.

Visible concerns

  • Active leakage, staining, corrosion or elevated moisture near fixtures and pipework.
  • Slow drainage, gurgling, odours, surcharge evidence or damaged sanitary fixtures.
  • An overflow relief gully that appears covered, blocked, too high or affected by landscaping.
  • Stormwater discharging near footings, ponding or erosion beside the building.
  • Untrapped or poorly terminated waste pipes and unsupported or damaged pipework.
  • Recent plumbing renovations without available Form 4, permit or contractor records.

Recommended next steps

  • Arrange prompt assessment by a QBCC-licensed plumber or drainer where leakage, blockage or non-standard work is suspected.
  • Request Form 4 notices and relevant permits for completed plumbing work.
  • Obtain CCTV drain inspection where blockage, root intrusion, movement or damaged underground drainage is suspected.
  • Have stormwater capacity and lawful discharge assessed where site drainage is inadequate.
  • Confirm hot-water, backflow, tempering and other specialist requirements with the relevant licensed contractor.
Limits of a visual inspection

A building inspection is not a plumbing or drainage certification.

Underground drains, concealed pipework, water pressure, system capacity and regulatory records require separate investigation.

Not confirmed

  • Compliance with plumbing legislation, the Plumbing Code of Australia or AS/NZS 3500.
  • Condition of concealed or underground services.
  • Drain alignment, capacity, watertightness or internal condition.
  • Potable-water quality, cross-connection control or backflow-device performance.
  • Whether every item of work was licensed, permitted or notified.

When specialist input is appropriate

  • QBCC-licensed plumber or drainer.
  • CCTV drainage contractor for underground drain condition.
  • Hydraulic consultant for capacity or complex systems.
  • Local government and QBCC for permits and notifiable-work records.
Brief fixture operation is a screening check only. A fixture draining during the inspection does not establish the condition or adequacy of the complete system.
Official information

Authoritative sources and further reading.

Requirements can change and may depend on the building classification, approval date and work undertaken. Confirm current obligations with the relevant authority or appropriately licensed specialist.

Common questions

Frequently asked questions.

Does a building inspection include a full plumbing inspection?

No. It may identify visible symptoms and operate accessible fixtures on a limited basis, but specialist plumbing and drainage testing is excluded.

What is a Form 4?

It is a notice lodged for relevant notifiable plumbing or drainage work. The licensed contractor is responsible for lodging it within the required period and providing the applicable copy.

Should underground drains be checked before purchase?

Where age, trees, movement, blockage symptoms or repair history create concern, a licensed plumber’s CCTV inspection is a proportionate further check.
